Can I buy a ticket for my fiancee that stops in Vancouver on her way to New York? Does she need any special permission? She has a K1 visa.

No problem with the stop-over in Vancouver, I believe that is a U.S. POE also, so that is where she will clear immigrations

will 2 hours be enough time? that is how much she has between flights. Vancouver is Canada.

Very few here on VJ have traveled through Vancouver but those who have stated their trip went smoothly.  Explain to her to read the signs and ask for help whether that's from a fellow passenger, the airline or others in authority. Two hours is pushing it as most who have traveled have allowed 3-4 hours upon entry.

OP, are you accompanying your fiancée? If you are not, be sure to check if the airlines don't have special protocols about purchasing ticket for another passenger. You can ignore what I just wrote if it does not apply to you.

I'm not accompanying her, but I called Philippine Airlines and they said she doesn't need an in-transit visa.

I called them. You just have to provide a scan of the card and the owner's ID.

The requirement of the credit card scan and your ID has been a hit or miss with each airline over the years.  Some airlines ask others do not.  Playing it safe as you did saved her from having headaches at the airline check in. I wish her safe travels.
