Here my question:

In Philippines, it is required for fiancee to attend CFO seminar and get certificate in passport before going to airport to fly?

No where is this a US visa requirement but some say is PI requirement.

If we didnt do seminar, what would happen? Wat would be the issues?

May 04 - Meet in Korea

Jan 05 - Become best friends

May 05 - Left Korea for Hawaii

Jun 05 - Visited Korea and my baby for week, became more then friends

July 05 - She left Korea for PI

Nov 05 - Visited my baby in Manila and Baguio

July 06 - Visted 2nd time for 3 weeks in Cebu

As to your question:

It is an easy answer, .....

she would not be allowed to leave the country!

This is law in the Phil's, and as such ,the requirement to fulfill the laws in order to part from the Phil's.

That is why they put the stamp in there to verify that one has fulfilled the obligations of attending the CFO Seminar prior to departure.

While it might not be a requirement for entry into the US, remeber that in order to get on the airplane you must first transit PI passport control... If it is a sticker you need and you do not have it you will be stopped right then and there....
