I found some posts here corcerning about a PSA birth certificate which is not clear but the problem is I couldn't find the topic anymore so I just thought of posting this as a new topic for the convenience of future readers. Well, having an unreadable birth certificate is very common here in the Philippines. So I will just share my experience with such issue. The first thing that I did with my birth certificate which is a total mess was I processed a change for clerical form in our local civil registrar. I told them the the details then they made a letter for me to be submiited to the nearest PSA here. So we got one in Dumaguete. I just paid 50php at the local office's cashier. So I then submitted the request right after they released the letter to PSA. I was advised by a PSA staff to come back after 2 weeks since they will still forward it to Manila ( they will process it). I came back after two weeks. I was really disappointed because the request was not approved since according to the staff, there is already an annotation on the bottom part of my record saying "best possible image" and because of that, they cannot at least change my record into a clear one. It's really stupid. Yeah I guess! It's like they are telling me that for the rest of my life, I will be bringing with me my National birth certificate which is a total #######. What I did was I requested a letter from PSA stating there the reason why they didn't approve my request and they put there a very informative one. So what they noted in there was it was disapproved because records which already have annotations cannot be changed anymore. After that day, it was my interview already. I attached my clear local birth certificate, baptismal certificate, the note about the disapproval of my request from PSA and my unreadable PSA birth certificate. Of course, I notified the consule about my issue right away before submitting it so that they will not come back to me asking. Yes, it's alright! She told me that my local birth certificate is fine as the only back up document but she said that attaching those additional documents is very helpful. Ok that's what i did. And thank God, I was approved without having any problems. So if you are having the same issue, it's okay, just follow the things that I did or what the consule told me. Goodluck.
