Green card - never received

Timeline

Good evening, 

 

i applied for my 10 year green card and I was approved in December 2016. I was living in Indiana by then and the uscis website says that the card was mailed out on December 15th 2016. I never got anything in the mail and in the meantime on January 8th, I moved to Florida where I am now. I changed my address on the website and I filled out an online form stating than I never got the green card in the mail. I got an email back today saying that I have to re-apply with the I-90 form.

Is this the only solution? It certainly upsets me because I didn't actually get anything in the mail and I will have to pay around $550 to have a new card sent to me. 

My second question is, my whole process is in Indiana and now I live in Tampa. Can I take care of this in the Tampa office (it serves my area) or do I need to go back to Indiana? Or do I just send the I-90 form through the mail to immigration? 

 

Thank you in advance. I'm extremely upset with this situation because I wanted to go visit my family outside the country in February and now I don't think I can (unless they stamp my passport like the last time while I was waiting for my green card).

I'd go the I-90 route with the option lost/stolen/never delivered card AND with the help of your congressman or senator's immigration aide. They have direct numbers (and emails) for USCIS congressional liaison unit and can communicate with them and give you the info on what to write on your submission to USCIS with I-90. 

 

*I used them when my first green card was never produced (before they started with tracking info). Refused to pay again, involved congressional immigration aide (was congressman Visclosky in Indiana for us) and got my green card after two back and forths with USCIS asking for payment.
