Well, they are bound to follow it.. but they can also appeal.. which most likely will happen.

After the initial stay ruling, there were many reports of CPB ignoring the ruling and being in contempt. I do expect appeals though... This is all such a mess :(

CBP are bound by it. As far as I read they have started to let airlines know to board and re-instate visas. Until a ruling in an appeal, this is the law of the land.

So i just flew out of usa to pakistan a day before out of lax.

Cbp officers were checking peoples passport randomly between when airline scans your boarding pass and the door of the plane. I flew on etihad airline. My passport didnt get checked but i suspect cbp officers were advising people not to board the plane if you are from the banned countries.

If you already have a visa issued in hand unfortunately the risk that you could be turned back home is too great at this time. Based on the EO you must wait 90 further days. The lawsuits at current time only pertain to those who had been turned back previously, or those that were coerced to sign their documents away, or those that had their visas revoked upon trying to enter. The further clarifications from the CBP, DHS, and USCIS only relate towards those who are dual nationals, some sort of case by case basic of specifics we don't know, and those who are already inside the USA and are adjusting status or applying for naturalization.

What about now? State Department issued a new statement.

Well the statement  for informative purposes says: http://www.reuters.com/article/usa-trump-immigration-state-idUSKBN15J0M1?il=0

What remains to be seen is if the CBP will indeed follow this directive. We know last time some officers did not. So whether it is advisable to travel, I cannot make that determination for you. It's all in what you feel is worth to risk. You could accept the words at face value, travel, and find yourself to the contrary, or you could travel and be just fine (though I suspect they will still be questioning people). I know of one man that had his visa reinstated via court order, re-entered the country and was still questioned for a time before being allowed in. If you make it in successfully to the US, I'd suggest getting your adjustment paperwork done as soon as possible and staying put - as we're due for a wild ride of constant judicial actions that may change fluidly.

Back in November when I flew Landvetter-Heathrow-DFW there was also an extra passport/boarding pass check by US CBP reps at Heathrow. It was for anyone not flying direct so that doesn't have to be a consequence of the EO.

CBP are complying and airlines have been contacted etc. BUT legal experts are advising against hopping on an airplane right away for the reason that the WH said they will appeal at "the earliest possibility" (paraphrasing) and ppl can find themselves stuck at an airport yet again.

Agreed. The definition of earliest possibility is amusing though, they just don't seem to be rushing too much. Trump can grunt and fist smash all he wants, but the guys behind the scenes are struggling at even how to defend it. Their lawyers have been pretty inept at arguing this thus far, and I don't think a stay will be granted. But in case it were, then yes it will continue to be a ridiculous hell for people to endure.

Nothing new. When I flew here with a stop in Switzerland about 2-3 years ago they first questioned all passengers at the gate about their intentions and checked passports. Then they checked passports as they scanned boarding passes and once again before actually stepping onto the aircraft. So you're experience didn't necessarily have anything to do with what's going on.

It's just another point in case that Trump has no idea about how immigration, traveling and screening works. He would like for it to be black and white.... which is normally how ppl with limited insight into any subject approach things. "How hard can it be?, just do the same for everyone and have it be strict". It's so binary and simplistic and just not doable...  I agree with that conclusion.
