Manila Consulate question for stepson visa frustrated

Timeline

My stepson had an interview at the Ameican consulate in Manila Philippines Dec 4th 2016 

He wasn't approved but need additional documents a CENMOAR and my wife divorce paperwork which was actually in the packet but ok I email another one.

less than a few days later they received the documents, so weeks go by with emails that were never responded too and calls on status we were told to wait.

A month later we received an email that they need a copy of the divorce paperwork, they denied receiving so ok again I sent another ok and a phone call to confirm it and the visa should move forward .

 

now the other day they now required my wife 1st husband death certificate ,but note he was not the biological father and I don't see how or why the connection 

so i emailed a local agency copy now they require a government cert copy .

any suggestions ?

If I had to guess, they probably want to make sure your step-son is 100% able to emigrate to the United States (i.e., there's no one who could possibly claim custody of him). This is just a total guess. Honestly, in the immigration game, if they shout jump, you shout "How High?". Best to send them exactly what they want.

My guess also but it, not his father that they want the death certificate for that is the strange part it was her first husband ...go figure 

actually, my wife came on K1 and used the same document for her visa now it is not good enough.

 

I called NVC today and my congressman and both said just get the form and shut up !!!

Give them what the asked for... 

 

The death certificate should have been included with your wife's documents as proof for being free to marry.  They may have just noticed they missed it before and are playing catch-up.
