Hello there!

 

I believe that my fiance needs one more vaccination. Can we submit the AOS packet before he gets this one last vaccination? Or do we need to wait. In addition, they ask for the most recent tax forms. Should I wait to complete the 2016 tax information? Or, should I just submit with 2015,2014, 2013 taxes?

You do not need to wait until you file 2016. You just submit the most recent. If 2015 is your most recent then send that transcript.  

Is his DS3025 marked complete?

If the DS-3025 is not marked as complete, and you are waiting on the correct paperwork to with the shot, it's your choice.

- Sent it in and wait for a potential RFE

- Wait for the paperwork before filing (and you might still get a RFE for something else)

 

It depends on how important a quick NOA-1 is vs a delayed green card due to RFE's
