Oh so the original license from your home country and then the IDP from your home country?

Yes but only for a certain time. Every state is different. I could do that for 30 days after I arrived and then I would have to have a GA DL so my time was up driving after the 30 days.

You are not a visitor they can drive way longer on those, so you have to look up the states rules for new residence and see how long they can drive before they have to have a state DL.

An international driving permit is nothing more than a certified translation of your foreign drivers license.

Your Belgian license is most likely to European standards and already has an English translation on it.

A government issued, international drivers license does not exist to the best of my knowledge. But if anyone has official information that they do exist, please let me know.

Some states require you to be able to show a IDP, next foreign license. But it is never legal to only have an IDP (regardless of whether you get by with it or not.

You are allowed to drive on a foreign license, but that is only if you are not a resident. Once you move to a state, you become a resident of that state. DMV will than stipulate how long you have (as a resident) to obtain a state license.

Here's one other thing to ponder.  Suppose the rental car agent is not exactly aware of the laws and rents you the car.  You sign up and pay the insurance just in case and God forbid you get into an accident.  Now the rental car agencies insurance company gets involved and they begin their investigation.  They find out that you are beyond the 90 days and decide "You should have known better.  You should never have rented a car from our company."  And whether they are correct or not they decide that they will not cover the collision damages or the 100's of thousands in medical bills for you, your passenger/s or the vehicle you hit.  Now what?  Just saying from a conservative standpoint I would never take a chance of driving with an expired license especially if I was a recent immigrant to this country...but that's just me.

So... I don't really have a clear answer for you other than verification with a NOA1 will not be instantaneous if it works at all...

They took my application and they took all my documents and scanned them.... but she wouldn't use the NOA as the choice they make for what document to put in (she showed me the options that they have in the list on the computer) They said it won't matter.. whatever document you use (they used my unexpired passport) your other information is still covered under that. The USCIS will do an investigation and let the dmv know she said.  I felt unsure of this,  but I said okay. They do have a option for "other" in there, but she said that's only if you don't have any of the documents in the list... Another thing is that the same problem showed up for me at the verification as it did at the SSO. My first name is too long to fit in the field. She first put my other given first names as middle names so I had to tell her to change that....

Anyhow... it's off for verification and she said to come back in when I get a letter from them in the mail in 2-3 weeks... I've seen others get this msg aswell... and I know sometimes it goes faster, sometimes longer ..

Soo to sum it up

1. They will take the application

2. I don't know how your verification will go since mine is a bit of a "special" case with the name, but most likely you are looking at the same time frame,  since there is no official database update of your status that comes with receiving the i-797.

3. Make sure they atleast include the i-797 in the documents they scan, as the officer that will do the investigation will then see this.

4. I have a feeling I should've done this week's ago... lol

5. Good luck
