Yes as long as it is within 2 years.

 

Also some countries (where her interview will be and depending of her citizenship) do want to see more then one face to face meeting and others are fine with one. It also depends on your evidence of the meeting.

Her country is the Philippines and we have met more than one time..we do have an established relationships and photos of proof. But im filing this petition early, will she still be allowed to visit on a b visa while this visa is in process to est. More proof of a "bona fide" relationship?

You should be fine.

 

Yes she can visit you if she has a visitor visa
