Which Embassy do we have to apply to?

Hello,

 

We will be starting the application process for the K1 visa soon and I am working on getting the petition documents together.  My girlfriend is from Russia but lives and studies in Helsinki, Finland.  She has had a residence permit there for over 5 years now, but since she is studying she has to renew that on a yearly basis (kind of like a student visa).  We would like to apply for her visa to be processed and do the interview at the Helsinki embassy because this is where she lives, and not have to go to the Moscow embassy.  Is this possible?   Also, what would happen if we put on the form we want to apply to the Helsinki embassy and the officials decided we needed to do the Moscow embassy instead?  Would they automatically forward the petition there or would we have massive delays?

She can interview in Helsinki as long as her residence permit is current at the time of the interview.
