I had the initial medical at the doctor's office on Monday this week. The nurse who saw me and performed the medical is not a civil surgeon and it was not a good experience. Do I have the right to see another civil surgeon? If I do, will the first one ever communicate with USCIS or will the incomplete first I-693 never see the light of day?

you can go see as many civil surgeons as you like. as for being part of the record you can ask they don't send it but if uscis or the embassy gets it I'm not sure if they will look past it if another one arrives.

 

on a side note you might want to report that surgeon to immigration if they did not perform the physical themselves, might be allowed might not I'm not sure.
