Assuming she is under 18, the quickest is if you, as her USC step parent, file for her.  It will take about a year.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

You need to file an i-130 you can read more about form I-130 here: https://www.uscis.gov/i-130

the process usually takes about a year and you the USC (Step-mom) should file the petition.

I'm going through the same process would I need an approval from the mother? The child is over 18
