How to send money from USA to Brasil?(without pay big taxes)

Hi. I was wondering if someone new exactly what is in the Brazil RDJ Packet 3? I see on this website that the DS-2001 and DS-230 and Passport Photo and Passport information are required. Are these the only items required for us to mail to the Embassy? Are there any other papers that my fiance will be required to mail to the Embassy along with these forms, such as, the police reports, etc...? Can you say exactly what we will be required to mail in to the Embassy in packet 3? Thank for you help.

The other suggestions are good, but is there any area where your husband lives that is a little more ethnic, a little more South American? I ask because sometimes there are small stores, shops (we use a little store called Los Tercos here in Clearwater FL) that will send money for free. Or there's a small store near a Peruvian restaurant that will send to Peru for free. We can send money to Peru at no charge using this. If he can look around he might find something.
