She will possibly need a Police Cert from France, when is she going home?

She will be needing a police clearance from countries she's lived in for more than 6 months I believe...

What do you mean by overstay?  Did she have a visitor visa?  She has to be a permanent resident or citizen of France for you to go through their embassy.  She will have to return home and you apply from her home country.
