A very complicated F1 administrative processing issue

I got a fully funded PhD offer from Illinois Institute of Technology on last April. I applied for an F1 visa to enroll in for Fall 2016 semester. Even though I got an approval on my interview, my application status remained under administrative processing for almost six months. I had to defer my admission twice, regardless of my efforts and the university's efforts to contact the embassy several times, since they were extremely indifferent and unhelpful. At the end I got really upset and sent the embassy a veeeeery long e-mail that contained literal sentences like "I can't take this anymore", "WHAT COULD I HAVE EVER DONE TO DESERVE THIS?" and "Even if I get cancer and the only cure is in the US, I will never set foot in your country" (I wasn't drunk or high). At the end of the e-mail I requested the withdrawal of my application, which they instantly agreed to like they had been waiting for me to give up already.

My supervisor is trying very hard to help me and he is the coolest person on earth. So, I don't want to let this chance slip away. My question is, what would happen if I tried to apply at the same embassy. %100 administrative processing again? refusal for life? Should I apply for this visa at a different country with a valid excuse (I might do an internship abroad). Any suggestion will be highly appreciated. Thanks in advance.

 

I may be confused.  But, the embassay you want to approve you, you sent a long email and asked to withdraw your application???

When i was on a work visa, OPT i made sure to dot my I's and cross my T's! 
the fact you came across to feeling entitled to work here, is not a good representation.  I am not questioning your work ethics, i am questioning your ethics as a person!

I regularly reminded them of my case and received the same generic answer. Also, I contacted an immigration attorney, who reached out the US Department of State and they told him that they will enquire with the US embassy in Turkey and that I should contact them as well. I did that again, and still got the same answer (that I have to wait and wait). Finally I sent them two letters, one from my supervisor who clearly pointed out the focus of his research (that he wasn't making explosives or biological weapons) and why he needs me, and one from the international office of the university. This time, they told me that I shouldn't have sent them those documents, because I wasn't asked to. This made me think that my case was lost or ignored forever. So I wouldn't say they would approve me. Even if they did, it would probably be like in that movie called "Like Crazy"

I know of a similar case. As @Boiler  said, the consular officers cannot control the APs. But it is easy for them to withdraw your application, which is why that was a quick answer. The case I'm referring to is of a lady who in a very similar manner expressed her frustration with the process and withdrew her application.  She returned the next day (or so) and apologized in person for her behavior. Reapplied and got approved right away. That's what you should do too. Reapply and if needed apologize at the interview. Being rude out of frustration is not unforgivable and not something they normally make decisions upon.

04/08/2016 Biometrics notice received for 04/21
04/13/2016 Biometrics early walk-in completed.
04/15/2016 EAD/AP combo card received in mail.

 

Long wait begins...

 

11/04/2016 I-140/485 cases transferred from Nebraska to TCS
12/01/2016 Prepared package for EAD/AP renewal (expires 04/09/2017)
12/23/2016 USCIS suddenly changes several forms, invalidating my EAD/AP renewal package (not yet sent)
12/27/2016 USCIS suddenly reforms the entire NIW criteria system, replacing a 20 years old one. Uncharted waters. 
01/07/2017 (Saturday!) EAD/AP renewal package with new forms received in Phoenix "reception desk"
01/17/2017 EAD/AP renewal case accepted; text/email with receipt numbers was received
01/30/2017 Law firm finally confirms that USCIS has suspended processing all EB2-NIW cases due to new criteria. 
02/23/2017 USCIS slowly starts adjudicating NIW cases again.
04/21/2017 Extended EAD/AP received in mail. Valid for 2 years. 
05/06/2017 Received a massive RFE on I-140 NIW case.
07/20/2017 RFE response received by USCIS (a very long response with 30 pages of docs)
09/14/2017 I-140 NIW approved!!! 
11/28/2017 RFE for new medical issued (plus another request re Supp J for employment which is clearly issued in error)
12/04/2017 RFE received in mail
12/07/2017 repeated medical exam for I-485
12/08/2017 Attorney receives documents for responding to I-485 RFE
12/21/2017 Response to RFE received by USCIS 
02/09/2018 I-485 approval (text, email) :)
02/08/2018 I-485 approval notice issued (the "welcome letter") - I'm LPR now
02/16/2018 Green card received
 
11/14/2022 Filed N-400 online; receipt and biometrics reuse form received online
03/07/2023 N-400 Interview scheduled 
04/xx/2023 N-400 approved, same-day Oath ceremony completed. I'm a US citizen.
05/xx/2023 US passport in hand

I would look into schools in Canada if I were you, it's not as cold as you think, especially in Vancouver... Also as far as I know you can work anywhere with a student visa, whereas in the US you can only work on-campus. It all depends on what you eventually want to do with your career, the OPT and H-1B path is definitely solid for a highly educated person with a PhD... 

N-400 Application for Naturalization

Day    00 - 08/31/20 - Submitted online N-400 application. ROC still pending. Requested combo interview.

Day    01 - 09/01/20 - NOA received online. Status says biometrics appt letter will be sent. (PD 08/31/20)

Day  141 - 01/20/21 - Biometrics reuse letter

Day  233 - 04/22/21 - ROC approved, no news on N-400

Day  288 - 06/18/21 - Interview scheduled

Day  332 - 07/30/21 - Successful interview. No decision yet.

Day 758  - 09/28/22 - Oath ceremony will be scheduled

Day 870 - 01/18/23 - Oath ceremony complete

Hey, I know this is 2.5 years old, but in case you still get a notification - did you eventually get your visa approved? Or did you just withdraw?
