A very complicated F1 administrative processing issue

Greetings from Turkey,

I got a fully funded PhD offer from Illinois Institute of Technology on last April. I applied for an F1 visa to enroll in for Fall 2016 semester. Even though I got an approval on my interview, my application status remained under administrative processing for almost six months. I had to defer my admission twice, regardless of my efforts and the university's efforts to contact the embassy several times, since they were extremely indifferent and unhelpful. At the end I got really upset and sent the embassy a veeeeery long e-mail that contained literal sentences like "I can't take this anymore", "WHAT COULD I HAVE EVER DONE TO DESERVE THIS?" and "Even if I get cancer and the only cure is in the US, I will never set foot in your country" (I wasn't drunk or high). At the end of the e-mail I requested the withdrawal of my application, which they instantly agreed to like they had been waiting for me to give up already.

My supervisor is trying very hard to help me and he is the coolest person on earth. So, I don't want to let this chance slip away. My question is, what would happen if I tried to apply at the same embassy. %100 administrative processing again? refusal for life? Should I apply for this visa at a different country with a valid excuse (I might do an internship abroad). Any suggestion will be highly appreciated. Thanks in advance.

If I email my boss I can't take him anymore, I'll never set foot in his company again, will he let me in the office again? Think about it

E-mails, texts, posts online... worst time to ever say certain things because you can't take them back... even if deleted they exist somewhere.... Even at another embassy in a different country, I wouldn't be surprised if those comments are somewhere in a record; but if you don't try you'll never know either.

That was not a smart thing to do. Most likely those comments have been added to your permanent file and will be reviewed whenever you apply for any US immigration benefit in the future, and will be judged accordingly.

Thanks everyone. Of course, I am not proud of what I did. Having waited for 6 months after working my a.. off for a long time to get an offer, I have been struggling emotionally and that was an out of blue moment. I already started applying to schools in other countries, but will this thing come up when I apply for their visa in the future? Will I be under some kind of probation for the rest of my life?

You can expect to have been flagged by the US (probably for a very long time); certain countries do share intelligence and databases with the US.

I don't understand why some visa applicants think its okay to do this to immigration/consular officers. You're not entitled to an F1 visa. You were approved at your interview but you were placed in administrative processing for months. Yes, it sucks, but at least you were not outrightly denied like thousands of other F-1 visa applicants. You could have written a letter to your school dean or higher ranking school official to see if they would contact the embassy on your behalf. All you had to do was sit tight, continue to follow up once or twice a week, submit whatever they ask for, and BE RESPECTFUL in person and in writing to the embassy officers and hope for the best. 

 

I'm sure they have your letter on file. When you re-apply, they'll see your "drama queen" letter. Then you'll get denied. After all, you don't want to set foot on US soil ever again.

Attend Zürich or St Gallen we need Phd students ,,,then you get a job with a major company like Google, Novartis and others ,,,,, all will be forgotten in 5 years and you will enjoy holidays in Florida and California before lying on a beach in the Bahamas or drinking fruit cocktails in Jamaica.

You're right but I can assure you I tried every other possible way. The university contacted the embassy three times, sent them letters, both the international office and my supervisor. I didn't just wait for 6 months without taking any action and suddenly decide to express my frustration. I also thought that their attitude was caused by the unstable political situation in Turkey, that's why I was extra-upset.

 

Anyway, I did it and cannot undo it. Clearly, I wasn't meant to go to the States. I just wanted to give it a shot after seeing my supervisor's efforts to get me involved in his research (I am working remotely with him)

Actually, I was considering to apply to those universities, but can I directly apply for PhD right after undergrad, or is an MSc required? :) I also did an internship at the Turkey branch of Novartis.

Consulate do not undertake AP anyway so having a go at them was pointless.

There's a number of reasons you can be placed in admin processing, some of which may have little to do with you personally. But the consulate has to follow its regulations and most of the wait is outside the individual officer's control. Nobody sets out to delay a case for months and have to deal with repeated emails/calls or worse, a congressional inquiry. Just the way government bureaucracy works unfortunately. 

 

It's also possible that the officer working on your case rotated to a different assignment and your visa kind of got forgotten, which is why it's good to send a polite reminder every few weeks. 

 

I highly doubt anyone took the time to put a note in your case that you complained a few times. People aren't vindictive.
