US Father refuses to give his baby daughter her US passport

Good Day VJers,

Im hoping to get some help for a friend. My friend has an 8yrs old daughter, when she was three her father USC applied for a US passport for her. The child has travelled to the US twice to be with the father. The parenst are separated and the father refuses to give the mother the child's passport. The child has been in Jamaica for the pass two years. Now the mother want to go on vacation but she cant because the child has no travel document.

 

What can she do get back the passport?

Also can she apply for child support from the father while living in Jamaica?

Can someone suggest her next step.

How did the child travel to Jamaica from the US without a passport?

 

I have no idea how child support works in Jamaica. Should be easy enough for her to find out.

Who does the child live with?  the mother?  are both parents in the United States?

Right so how did the USA passport get to JA to allow the child to board flights from JA to USA for visits?

And, wouldn't that same passport have to accompany the child on the flight back to JA?

The child lives with the mother here in jamaica. The father had the child in the states but  took the child back to Jamaica but did not give the mother the travel documents. He has both her passports (US/JA)

 

She is unsure what to do. To reapply how does she gives account for the passports. They are not lost or stolen, the father refuses to give them up

I don't think she has to give an account for the USA passport in order to obtain a JA one.  If so, state the father has it.

 

He refuses to give her the JA passport too?

I report the JA passport as stolen.  Despite being her father i doubt he would have the right to keep that particular one. Otherwise contact the US embassy for USC services to see what can be done about the US passport.

~~Moved to Tourist Visas, from CR1/IR1 P&P - This is a multiple forum question. The mother would like to take her children on vacation to the US and not immigrate. She also needs to be able to get both US passports and JA passports replace. Visas are also most likely needed for herself and other non USC child.~~
