Just curious,...

What are your thoughts on coffee money in Vietnam? and Why?

Personally, as an American I was surprised and shocked at the same time to see corruption like this exists. On the other hand, it does make things move so much faster - saving time and headache. A little gift seems to go a long way in Vietnam, more so than it would in the States. I've experienced this in other countries as well such as Korea, and Mexico. Also, coffee money doesn't need to be big to help. a simple $5USD can help them, and your case (whatever that may be). Please feel free to elaborate your thoughts on this.

While it clearly speeds things up, it helps perpetuate inequality in Vietnam.  Plenty of that all of the world, and I am hardly a bleeding heart.  Maybe it's just another form of taxation?  IDK.

Just one other point though, don't assume people (government workers and others) are not self-serving in the US.  I can think of plenty of examples where corners are cut to avoid regulations, political donations drive favorable tax laws for the few,  rich pension benefits are handed out bankrupting municipalities (you live in the Inland Empire so you know about Bell, etc.).  I personally think the level of graft doesn't vary that much in terms of frequency around the world, just in terms of severity (size).  Jaded I suppose...

You have not come across the Clinton Foundation?

There is a reason Washington is full of Lobbyists, and they get paid a lot more that $5.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

i don't have any problem with coffee money.  We have to pay extra in the state to expedite paperwork, eg passport. I consider coffee money as expedite fee.
