He even said he wasn't sure why they didn't do both interviews that very day when i did removal of conditions interview.  
  • 01/07/22.     Interview rescheduled for 02/14/22 @1:30pm Charleston SC.
  • 02/14/22.      Passed my interview. Now await oath ceremony.
  • 11/02/22.      Letter mailed with oath ceremony date and time

They just updated the processing times, if you're stuck at Nebraska and your PD is November 15 or later,i strongly suggest you file inquiries, call USCIS and demand  to speak to a Tier2 or supervisor, or make an infopass appointment, they are now required to tell you what is holding your case. At least you'll know. Also contact your congressman,in our case it really helped.

Does this mean, they have processed all applications that are on or before November 15th, 2016 and started looking at November 16th applications and forward?

Yes. Nebraska looks like it moved backwards. They were at November 27th now they back to November 21st. I noticed California caught them up.

It has always been like that, one minute you'll see the dates going forward another time you'l notice they go back to an earlier date....

They build up your hopes seeing dates going forward then everything changes which is frustrating

Not really, it means if your PD is before November 15th, you are out of normal processing times.
