what is the procedure for that? i mean for CSPA. is there any form that I have to fill it out. because I have already paid all the fees and filled out all the forms(i.e DS-260 and 261 all that).

No. You don't have to do anything if NVC allowed the child to pay the fee and list her name in DS-260.

You only ask NVC about CSPA if her DS-260 is not available or does not appear in interview letter.

There is no form about it. Just write an email to NVC and ask them.

My brother has a pending fb4 file and he is about to get married, should I notify NVC and do they request a marriage certificate documentation?

Yes. You have to submit a SCAN of his marriage certificate and his children's birth certificate (not original) to NVC, along with the letter to ask them add his wife and children into his case via this form

https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/ask-nvc.html

You have to write all the info regarding to his case, his wife and his children (if any).

His wife and children can be added to his case.

So as per my understanding, since I have already paid all the fees and submitted all documents, I still have to wait for priority date become current to get interview latter, right?

You sumitted documents 2 weeks ago, so you have to wait until NVC sends you an email notifying that your case is completed and waiting for interview schedule. Their processing time is between 4 weeks - 11 weeks.

Then you can wait until your PD is current in visa bulletin to get an interview letter.

Is it fine to dress informal for visa interview. I am derivative beneficiary. Kindly respond

You can wear jean or informal clothes, do not need to wear suit or uniform.

But please avoid shorts, flip flop, crop top etc. anything shows your parts of body.

Approriate clothes for office enviroment can help boost your image in the eyes of the Consular officer.
