Our Priority date is April 4th 2005. According to July, 2018 visa bulletin, applicants whose priority date is earlier than 05/01/2005 can start the six step process after receiving welcome letter from NVC. Any ideas how long it usually takes before one gets this letter? I updated my email address by calling NVC a few months ago.

It means there is no movement and even the Final action date will be backward in visa bulletin for September. 

In October, the Final Action date will be back to normal (as Visa bulletin for August).

So it means there will be no movement for one month(sept) and then movement will start normally from oct??

Yes. October is a first month of a new fiscal year 2019 so the visa will be available and we can hope for a big movement.

You can read the notification about India in the image of visa bulletin for August to know why there is no movement at all.

Thnxx, my case is of July 2004,i hope there will be a big movement.

One case in India with PD 29 Mar 2004  received Interview letter on 27 August, 2018.

Which mean F4 in India moved at least 1 week for September 2018.

So is it going to move at same speed for next months? Or from October, we can expect big movement?
