"When the final action dates for these countries are announced for October, the first month of fiscal year 2018, they will be returned to the final action dates which had been established for August."

II think the above statement means that Current Dates will be back to Normal in the Next Visa Bulletin that will come out a month from now.

Correct me if I am wrong.

Thank you for the information wish that it moves forward in October like june 2004.

Anyone can help me out..m bit confused..do we need to do police certificate by ourself or wait for request from nvc..i have already done ds260..now need to submit documents.

You need to submit PCC with all the docs . So you dont need to wait.

In India it take approx one month to get PCC . And one more imp point, PCC must be valid on your interview date. So if its gets expired by the time u get your interview, you need to get fresh new PCC at the time of interview else they will not issue visa. Currently in number of cases PCC gets expired at time of visa ( specially in india as those r valid for 6 months)

No, you are OK.  No need to do anything.

Your case is already complete as you mentioned, did you receive any correspondence from NVC that your case is complete?, if that is the case then just wait for the interview letter.

How long is the wait for the interview from ROW (bangladesh)? PD is April 2004; All documents received by NVC on APril 2017 (got a letter from NVC saying that they  received all documents are interviews are scheduled within 3 months) and welcome letter was January 2016. It has been well over 3 months since we received that letter end of April of 2017, not almost 4 months going and no interview yet. Priority Visa Bulleting says for Sept 2017 that it is Nov 2004 now? So I am trying to figure out what is going on?!!! Any information would help. Thanks!

Based on the last visa bulletin issued, it seems like NVC didn't schedule any interview for F4 worldwide.  I am really hoping that the lines starts to move quickly starting with the next visa bulletin.

F4 with case Complete status (and priority date of April, May, June, July.... 2004) should receive interview letters with 1-3 months. It is waiting....  Hope for the best.

My PD is Dec 2004 ROW , around what date/month should I expect welcome letter in the light of recent little movements in visa bulletin? Kindly help

You could receive welcome letter in October/November, just a guess.
