The wait for the RFE will be the same as the wait everyone is going through.  It just means that whenever they finally look at your file, instead of approving it, they will issue the RFE. It seems to add about a 2-3 week wait time until approval (as long as you send it back ASAP).  One week is spent waiting for the hard copy in the mail which details the reason for the  RFE.  When you send it back, you will jump to the front of the line in a sense and your file will be looked at soon after.

Hi, I just received my NOA2 approval letter and it says that they have forwarded it to the consulate in Santo Domingo and if I have any questions to contact the consulate. I was under the impression that it will have to go to the NVC first to obtain a case number. My question is, can I have my fiancé start the visa process in Santo Domingo now or do I need any information from NVC before contacting the consulate?

You can start the Visa process by acquiring all the documents needed such as, Birth Certificate, Police records, Employment letter etc.  look up Santo Domingo's embassy website, they may list all the required documents needed for the interview. For the DS-160, you can put the reciept number instead of the case number, *there was a whole debate on it on the October 2016 thread* I hope I helped! Good Luck and congratulations!! ^^

Thanks for your support. I've also traveled to the Philippines to see my love twice in the last 4 month. I agree the time we spent together is not enough.

Saying goodbye at the airport was one of the hardest things I've experienced in my life.

We Skype one another for hours on end each day, even watch movies together and still their is this emptiness or void of not being able to physically touch one another.

I noticed we both have the same timeline and share having our significant other in the Philippines.

We'll brother, hopefully we will both receive our NOA2 at the same time and support one another during the next steps.

I'll keep both of you in my prayers that you are blessed in receiving your NOA2 in the upcoming week.

Yes we say the same thing, never goodbye, just I will see you soon. All the pain and tears will eventually be worth it when we are finally united with the one we love so much and desire to be with. We are lucky to have Skype and Viber. The best part it's free. I couldn't imagine the monthly cost of using both since we talk at least 4 hours a day. I also love her natural beauty and look forward to waking up to her by my side for the rest of my life. The Philippine people are incredibly friendly people who value the lesser things and life and put all of the hear and sole into their relationship. How lucky are we!!!!

Yes it would be great meeting you and traveling to the Philippines together to bring our love ones over and finally be together. The last time I traveled to the Philippines I flew on EVA from JFK since the connection time from Taipei to Manila both ways was under 3 hours. I see you're from New York and I'm originally from New Jersey so we have much in common.

I'm glad you enjoy my posts. I try adding some humor here as we are all experiencing the same frustration and pain not knowing when we will get our NOA2.

I am moving... Will the change of address prolong this already long process? Let's hope for lots of approvals next week. I am getting really depressed and have managed to drive myself crazy. :'(

From what I know a change of address will not prolong you obtaining your NOA2.

I believe we are all feeling the same way right now. We have to remain optimistic. When I start feeling depressed over our situation I can't help to think of those Nov and Dec filers that still have not received their NAO2 yet.
