Obviously the November answer is bullshit, just like in January the August one was...but as stated it is their standard response. The person at USCIS has no idea what is actually going on in the Cali office.

The reason the person said they are still processing November cases is because that is the farthest back their "Open" cases go.

So based on that processing time chart, you can see they still have cases as far back as Nov. 15th still open.  So, that's why they said November and that is why it is currently the standard response they will tell everyone.

 

The February filers getting approved so quick are most likely expedited cases.  For example, cases such as a fiance is being deployed over sea's or other military deployment and wants to get married before deployment.  So the case is expedited.

Not entirely true. There has been 36 Feb cases approved as of today, around half of which are expedited.

Nov 15th as of April 18, 2017. Who knows what it is now. I called the USCIS early on and quickly realized that calling them was pointless. If a person just doesn't have an understanding of data and such, it can leave them feeling hopeless and in despair. I really think that the USCIS has some unethical practices.
