Thank you for the interesting information. But do you think that "received" is already included in the "pending" total? Because the "pending" is defined as:

I doubt it. That will put the processing time  under 6 months. 8 months looks more realistic. So no, received is not included in pending

I think the definition is pointing in the direction of what I said....and besides, they strive to process things within 6 months and given the fact that this is an average, I think it should lay within a 6-month range. Yes, there are many slow cases, but there are also many quicker-than 6-month cases.

One more question and it may sound dumb - I still haven't heard anything regarding the inline status and I was wondering if its ok for me to travel outside US (trip to home country India) during this phase? I am planning to travel next within next 45 days.

Looking at previous few month vjs it possibly will take 45 days atleast to your interview date as you are not inline yet but it would be little risky.... if you have someone who can inform you of letter and interview date on it while you are there, you can take the chance, maybe hop over if it comes early... you also can reschedule the interview

You can travel at any time before or after you submit N-400, as long as you are aware of mails you receive, and can do in-person fingerprinting (anywhere in the US, must have invitation letter from USCIS), in-person interview (must be local office, must have invitation letter from USCIS) and in-person oath (must be locally, must have invitation letter from USCIS). If you cannot access mail, but know your Receipt number, you can call USCIS support line and see if they can tell you dates you need to appear in-person.

- The number of application received has reduced by 16% vs period 2016 Apr-Jun.

- The number of applications pending has reduced by 10% vs period 2016 Apr-Jun.

- The number of applications approved has increased by 23% vs period 2016 Apr-Jun.

- Ratio of App. Approved to App. Received is at it's second highest (115%) since Oct 2014. Highest was 157% for period 2014-Jul-Sep

- Ratio of App. Pending to App. Received is at it's highest  (236%) compared to any other period since Oct 2014

- Ratio of App. Pending to App. Approved is 205%, which is far better than 498% (2014 Jan-Mar period), and also better than 486% (2016 Jan-March period).

Great Info. Does that processing time should shrink? I am trying to go abroad in July or August and hoping I would have citizenship by then. What do you think?
