I just checked the USCIS Processing times, updated Feb 17th (as of December 31, 2016) - the date for every form for every service center is showing as July 28, 2016?

Yeah I read somewhere that it is a glitch in the system.  Hopefully they will fix it soon.

Has anyone traveled outside the country with expired green card. I am supposed to travel to Canada in April and my green card expires in March. I was wondering if it would be OK to travel with NOA1 letter. I know the letter says I am authorized to work and travel but not sure if other countries recognize the extension letter (NOA1).

You might want to check the Canadian embassy's website. I recently traveled to Mexico and their SF consulate website specifically mentions that they don't accept NOA letters and will require a visa if the immigration document is expired.

I just visited the Canada Border Protection website and it appears there are new rules. It sounds kind of confusing but here is a link you can start with and navigate from. It looks like a Canadian could travel to Canada with expired green card and NOA if we have a Canadian passport, but the list states U.S. nationals, which leads me to believe you would need a visa. Now, I am not totally sure of this but this link my include more answers. I am ging exploring and will let you know when I find anything. Someone else may chime in quicker than I with more answers. I will see what I can find...

Okay...here is your answer as I understand it.

Other foreign nationals who need an eTA to travel to Canada

The following foreign nationals will need an eTA before boarding their flight to Canada as of March 15, 2016:

  • Persons who have been lawfully admitted to the United States for permanent residence (United States Permanent Residents).
  • Holder of a passport or travel document issued by the Holy See.
  • Holder of a national Israeli passport.
  • Holder of a passport issued by the Hong Kong Special Administrative Region of the People’s Republic of China.
  • Holder of a passport issued by the United Kingdom to a British National (Overseas), as a person born, naturalized or registered in Hong Kong.
  • Holder of a passport issued by the United Kingdom to a British Subject which contains the observation that the holder has the right of abode in the United Kingdom.
  • Holder of an ordinary passport issued by the Ministry of Foreign Affairs in Taiwan that includes the personal identification number of the individual. Note: Taiwanese citizens who hold a passport issued by the Ministry of Foreign Affairs in Taiwan that does not include their personal identification number need a visa to come to Canada.

I'm visiting Canada and Jamaica in a few months as well (definitely before the new green card comes). I think we are supposed to apply for the ETA now (regardless of the green card being expired) because its a new rule they have for permanent residents now I think. I do think that Canada should be fine with the letter as long as you have the original copy though, probably gets tricky for some other countries that may not be well aware of US immigration laws and procedures.

I also checked the Jamaican visa application website and it says that permanent residents don't need visa so i'm hoping that they would be fine with the letter too!

Thanks!  We will actually be going before you.  Hopefully there will be no problems.  I couldn't handle it if my hubby couldn't get back home.  He's from Jamaica and we are going to visit family & celebrate our 3rd year anniversary at the same time.
