But if you read the instructions to the form I-751, it does state that, at least, two affidavits are required as initial evidence.

Thanks for all your help January filers! I re-filed to CSC and the application was picked up today. Can someone please remove me off the January list since I filed to the wrong service center? That application is going nowhere, apparently, maybe getting returned.

I filled everything out online and used FedEx Priority Overnight. I think they may have delivered it to the physical address by themselves, or used SmartPost which does go to PO Boxes. I'm not entirely sure of the details, but I was able to track the progress and someone signed for it at the end.

A UPS clerk explained this to me. Both UPS and FedEx actually use USPS for delivery to PO boxes. You bring the package to FedEx, they give it to USPS to deliver. But the end user uses FedEx interface for tracking. In the end, all that matters is that it got delivered and you have proof :)

On the I-751 instructions, the exact language says "the documents should include", not "must include".  They also say that the documents "are not limited to the following examples."  Obviously, to include two sworn or affirmed affidavits would be beneficial, and I would send it along with as much other evidence as possible.

 

Please note my wording in the original post: "I am basing my response on the reminder letter we received early this month which gave clear guidelines regarding evidence taken into consideration."  Therefore, the reminder letter (from the Laguna Niguel, California processing center) gave a much more detailed and updated set of guidelines which I plan to follow to the letter.

 

You will also notice in some other posts that what I am saying is the current mindset of the USCIS.  Secondary evidence (including affidavits) doesn't possess as much value legally as primary evidence, so for that reason they encourage clients to send as much primary evidence as possible.  One of the reasons is that it is easier to falsify secondary evidence.

 

Please recall also that the purpose of the "initial evidence" is to possibly have the conditions removed without an interview.  The letter states that it is possible for that to happen if there is sufficient evidence to waive the interview.  If an interview is needed, then additional evidence can be submitted.  Perhaps sending in two affidavits would be good to avoid the interview, but it is certainly not too late to submit them in the event that an interview is required.
