Silly question about sending "two passport style photos in a plastic bag, labeled"

Am I supposed to label the bag with the persons name OR write his name on each picture?

I wrote my full name and alien# on the back of all my photos, like I once read on here (guides and topics)

Edit. As I quote from the guides; "Two passport-type photos (see specification) of the Non US Citizen Spouse. Write the full name and A# on the back using a soft felt tipped pen or pencil. Place in a plastic bag and label the bag "Photo of <Insert Name>". Attach the bag to a sheet of paper"

My immigrating spouse came on a Visa Waiver Program so he does not have an Alien #. Will full name suffice?
