Hi everyone, tomorrow im going to america to saint louis exactly ill go to Washington first then saint louis. So the question is where im going to give my sealed package exactly in Washington or saint louis and to how?

You will enter at Washington D.C., that will be your POE into the US.

There you will go through immigrations and they will take the packet from you and admit you into the US.

Ben&Zian is correct. Your POE into the US will be Washington. Hopefully you have given yourself enough time to catch your connecting flight to St. Louis. Getting though immigration could very in time.

When you enter the States so in Washington, you just go through as normal and hand them the package with your passport, it will then be opened and processed.
