Signing up of US Travel Docs

Good Morning,

Our I-129F Petition packet has arrived in Costa Rica. We have created a log in on the ustraveldocs.com site...We aren't sure where he will receive his instruction packet(either by email or at the local post office) so we emailed them and they told us to select New Application/Schedule my appointment option, the to do IV Address Registration. I do not see the address registration option. It pulls up the profile page asking for my fiance's passport info, etc. But it is asking for his DS 160 confirmation number and priority date. We haven't done the DS 160 yet. What do we need to do. We just need to know what to do so we can get the instruction packet so we can move forward to the next step.

you will need to complete ur DS 160 first bcos the confirmation bar code will be needed while schedulin appointment.

Ok. But how do I tell the embassy to send the initial instruction packet. That is what I am really needing at this point. We can't get his medical done, get police certificates or nothing. We need that instruction packet.
