Nope. Your wife can sponsor her when she's a citizen and that's about it. Don't even think about a work visa. Plenty of babysitters around.

Babysitting (even a family member) on a tourist visa is illegal. It is unfortunate but you will have to pay for childcare.

If you wife decides to petition for her sister it will take 20+ years.
