I have filed my ROC back in Dec 29, 2016.  (California )

It is still pending.

I have also filed N-400 this past December and biometric has been completed just last month.

I have expired passport and green card along with about to expire extension letter.

When I showed up to infopass duirng my pre-arranged appointment through USCIS, the representative stated she would not give a stamp because I do not possess a valid passport. I am in the situation where I cannot renew my passport or go back to my country to clear up issues related to my passport. Despite explaining all these reasons, she still refused to give me a stamp.

I tried to contact a representative through the USCIS phone number listed, but I don't know how people can get a hold of any representative over the phone as it only circulates the automated system, which I personally feel useless.

Long story short, I went back to the USCIS infopass, was able to get a hold of another representative whom endorsed the document over to his supervisor. After hours of waiting, I received voided extension letter, a cut - green card ( only for documentation purpose) along with I-94 stamped with my picture attached.

If anybody is dealing with the same problem like I have that you cannot renew your passport and still need a proof of status, they will create a I-94  document with your picture attached and stamped.

Hopefully, my ROC and/or N-400 get approved before this new I-94 expires....

Congratulations, at least another step is completed successfully from your end. I have one question through you to all who have any related information about it, and that is, what if some one got a baby and still waiting for her apporaval of I -751,should she report this change in her family to USCIS at this point of time?

Others may know better, but at this point, I wouldn't worry about informing them.  If you are scheduled for an interview, certainly you should update them, but otherwise, I wouldn't bother.

*Possibly* good news

All, I've been following this thread (and the sep, oct, nov 2016 filers thread) over the last few months, but haven't contributed until now.  While reading through one of the other threads, I noticed someone mention checking their case status with the other WAC number.

As for most other people, my WAC number from the CR189 has shown the "received your case / fees were waived" message for a long time now. The WAC number from the I751 used to give me an error message. Today, it gave me a "we received your I751 petition at your local office" message.

I'm guessing with the long backlog at CSC, they forwarded my application to the local office. I figure this is good news, as I wasn't getting anywhere with CSC.

Some back ground, I applied for the I751 in dec 2016. Did not apply for N400 / citizenship. and the CR189 message shows Dec 19th 2016 as my case received date on the USCIS website. So hopefully that provided a reference timeline.

Did anyone else on the dec 2016 filers thread get a similar message?

I got the exact same status today. I'm a NOV 2016 CSC filer. Looks like local offices are clearing some CSC backlogs.

Yes! I'm seeing the same thing... the WAC number from the I751 is returning the same message you're receiving: "On February 26, 2018, we received your Form I-751, Petition to Remove Conditions on Residence, Receipt Number WACXXXXXXXXXX, at your local office. If you move, go to www.uscis.gov/addresschange to give us your new mailing address." Previously, it was only an error. Woo hoo!

There are 2 Receipt numbers for each I-751 case.

1st: You get with 1 year extension letter as soon as you file I-751. (Everyone who got notice that their case has been transferred is by checking this number).

2nd: You get that on your bio- metrics letter. (CSC and VSC uses this to notify that your card has been ordered etc).

if i am not mistaken, your bio- metrics notice has both numbers.

Apologies.  The question is what does it mean?

I have two guesses...

1. I remember reading on one of the other threads (nov 2016 filer?) that someone had a visit to their home from USCIS and was told they were approved by the officers who paid their home a visit. So maybe, in these times of increased scrutiny, CSC is sending the applications to local offices to send people out to confirm the application details or collect more information.

2. They are trying to make a dent in the back log by sending out some applications to local offices.
