They received mine in the CSC on 12/14/16, I had my biometrics done as an early walk in on 1/20/17, then i received a letter asking me to come to an interview, which was on 3/2/17.   When I went for the interview in Tampa, they said I could expect to have a response in 30-60 days.  The lady also said that as long as my background check was ok, I would be approved and the background check would be completed that afternoon.  I have heard nothing....

I did not ask for an expedited card, and there is nothing extraordinary about my application, it is driving me nuts that I haven't heard anything yet tho, because the whole things was just really weird compared to my experience with the original conditional permanent residence application.

Could I ask if it was a Joint or Waiver? That's pretty strange that you got called for interview so fast which only makes me think that your case was assigned to local office (transferred from CSC).

Another action that shows the USCIS really seems to have no rhyme or reason to how they operate

Hi guys! I filled for roc in December 2016 as well. Got my noa on 12 December and fingerprints done about 1 month later. However when I check online my case status, it says "fees were waited on December 12" - same day I received noa. Called customer service and been told it's a system glitch. Now planning to travel internationally, but a little worried because of that online status still. Any thoughts? I searched online and seems like the only minor problem can be with the airlines agents upon boarding, but haven't heard about an issues on a passport check in US. What you guys think? Is it safe to travel?

The online status thing is a glitch and it's very unreliable in many situations. You should take it with a grain of salt. You're still a Lawful Permanent Resident until your I-751 is adjudicated and you are of course free to travel. Just a very small number of airlines might be unfamiliar with it, however; it's easily resolved. CBP officers are quite familiar with those documents so nothing to worry about.
