does this affect application that was submitted back in July? there are 2 people who applied for citizenship in our household. one was submitted like around april or may and he had his oath taking last August. the 2nd application for my mom-in-law was submitted July 2016 and until now we are still waiting for her interview letter. we submitted her application to the Phoenix Lockbox and our field office is Chicago, IL.

Based on the monthly threads, it seems like it affected people who applied around June to August. A lot of people who applied at that time are still waiting for their interview. Husband's Naturalization Journey: (NBC number)

9/2/16: N-400 mailed to Dallas office via UPS Ground
9/6/16: Arrived to office per UPS tracking
9/14/16: NOA1 received in mail (dated 9/6/16)
9/21/16: Biometrics notification received in mail
10/6/16: Biometrics completed
11/10/16: Notification for interview received in mail
12/15/16: Interview ("Recommended for approval")
12/20/16: In line for oath ceremony (online status)
12/27/16: Received oath ceremony letter in mail
1/17/17: Oath ceremony
Hubby is now a US citizen! :) 133 days from NOA date to Oath Ceremony

I wonder if they'll have to convert those ELIS/IOE ones back to the old system, since USCIS isn't exactly known for their timely IT related fixes. Welp. I guess we'll have to wait and see. Would be
