The USCIS website states "Applications and petitions postmarked or filed on or after December 23, 2016, must include these new fees or USCIS will reject your submission."

Does this refer to the date I send the application from my local post office (before December 23rd, paying the old fee)? Or something else entirely? Meaning I will need to pay $595 + $85, rather than $505 + $85?

As long as you file BEFORE the 23rd, you will pay the old fee. I would suspect that your package would have to arrive BEFORE the 23rd to be valid under the old fees. So plan accordingly to insure it arrives no later than the 22nd. Good luck.

It does not have to be delivered before the 23rd. If you mail it before the 23rd, then you are fine. It states if they are postmarked on or after the 23rd, then you have to pay the new fee. Anything mailed and postmarked on or before the 22nd pay the current fee.
