After calling USCIS and speaking with L2 agent about a month ago, i got letter from USCIS saying (L2 agent promised to send me the letter about the status of my application)

"Due to workload factors not related to your case, USCIS anticipates a delay in completing your case. USCIS is committed to adjudicating immigration benefits in the order received and in a timely and efficient manner. We regret any inconvenience that results from delays in processing."

I am just wondering if anyone who submitted their application at the end of May (2016) using new form (app number starting with IOE) has received interview notice yet? My biometric was done around middle of June, sine then i haven't heard anything from them yet. Clearly it has been over 6 months yet no interview letter.

The two biggest factors are likely to be (i) the workload at your local USCIS field office, and (ii) how long it takes them to process the necessary security checks through the FBI and other agencies.

I don't know which one of the two reasons you provided are true because when i talked to L2 officer, he said application was put in interview line in Aug. But he couldn't tell whether all of the background checks were completed or not.

Do you think i can get more info from Infopass appointment? Just wanted to know where is my application in the process.
