Could there be a retrogression?

Yes, there could be. But I don`t think so. They predicted retrogression for F4 not F2 in the last VB notes.

However, till now the VB did not move. Sometimes it moves very late around 7-9 of the month, so fingers crossed

it will still move. Till now it looks not good.

Could you explain your deductive reasoning regarding the following text?

The level of applicant demand being received in several preference categories has been steadily increasing.  Although it is too early to tell at this time, continued high levels of demand might require the retrogression of one or more final action dates for September.  Such action would be necessary to hold number use within the overall worldwide annual limits.

This means that too many people have applied and there are not enough Visas. F2A is going to slow down too in 2019. There has been a big increase in applications recently, but the visa numbers are limited. For the last months of the year, September, this means that VB could not move or the date moves backwards.

I know what retrogression means. My question is how did you infer from the text above that they predicted retrogression for f4 and not f2?

You can read below:

INDIA:  The level of applicant demand being received in the Family Third and Fourth preference categories in recent months has increased dramatically.  It is expected that one or both of these final action dates will be retrogressed for September.  Such action would be necessary to hold number use within the per-country annual limit.

Any retrogression of the above mentioned preferences would be temporary and in October, the first month of fiscal year 2019, the final action dates would be returned to those established for August.

Indicating India F3 and F4 as well as some statistics of I-130 filers during this period implies that F3 and F4 are most likely to be affected, not F2.

DOS also has monthly conference calls discussing visa bulletin with Immigration Attorney representatives which newsletter I follow.

Conclusion is that even DOS does not know 1 months before what the next VB will be, so no one here can know too. I don`t think F2 will be affected but there is no guarantee. Till now there was no movement, means it is still open what will happen next week.

Well exactly. Nobody knows but you are assertive and you make it look like a matter of fact.  Even if I agree with you on your conclusions, the way you put it strikes me as wrong.

And AFAIK India is a different category and we can't defer conclusions from it as a whole. They sure are many but they still didn't take over the world.😉

You need to learn to read, I wrote "Yes, there could be. But I don`t think so" I will not waste my time anymore replying you, just simply read correctly.
