Hi,

 

Can you please tell me when NVC sends this Welcome Letter. Does the priority date needs to be current? Or it depends on the workload/queue on the NVC side?

 

I submitted my package to NVC on 12th Jan and didn't hear anything back from them.

If you have submitted all documents like AOS and all fees, you should wait till 4-8 weeks before they review and respond you. You can call them and ask if they have received all documents. But if everything is complete they will send another letter confirming that all documents received and wait for visa number now. If there is something missing, they will email to ask for missing documents.

Here we go again:

 

At this time, scheduled passport and visa services in the United States and at our posts overseas will continue during the lapse in appropriations as the situation permits.  We will not update this website until full operations resume, with the exception of urgent safety and security information.  The National Visa Center, National Passport Information Center, and Kentucky Consular Center will still accept telephone calls and inquiries from the public.

I think someone from oct 2016 date got document submission email. 

 

Based on Feb 2018 bulletin, they are collecting documents from those whose priority date is earlier than November 2016.
