Hello my pd is dec 1 2016 the february visa bulletin is dec 1 2016 is my priority date current or not?

This is incorrect! The PDs for which a Visa is available don't include the first of the month. His PD will be most likely current in the next VB.

You can find the explanation directly above the final action dates table in every single VB. It states the following :

(NOTE: Numbers are authorized for issuance only for applicants whose priority date is earlier than the final action date listed below.)

I just saw someone get an IL (they called so haven't actually received IL yet apparently) with PD 28 December 2016.  So VB has moved forward by a month it seems!

Apparently yes, that's why I want to find out how they sent their documents. Maybe online processing has started again. November filers still haven't gotten their IL and most of them are electronic processing
