I am a US citizen and my GF is Cuban. What is the first step I must take to accomplish this?

Are you wanting to bring her to the US and marry here in the US or are you going to get married first and then bring her to the country as your wife? There are two different visa types - fiance and spouse. The process for each is different.

Which visa do you want to apply for? Since you said Girlfriend, are you wanting to apply for a K1 visa?

OK so you are doing the CR-1 spouse visa.

Start with the I-130:

The fees are increasing on December 23. Are you likely to be married and in a position to file before that date? If so, it'll be $420.00 for this petition. After December 23 it will be $535.00
