Time to obtain resident status (DR or Peru) before apply for DCF?

I'm a USC and will get married abroad and we will apply for a CR-1 either from Colombia, Peru or Dominican Republic - I understand the total time to process the CR-1 (including obtaining resident status) could take up to a year. . .

Any idea how long it takes to to obtain a resident status in Dominican Republic (Cedula) and Peru (Carnet de Extranjeria) before I apply for DCF?

are you certain that either offers dcf before planning anything?

I believe a few people have been successful when doing dcf in dr recently but I think the USC were pregnant. I have inlaws that have tried to get residency in dr and I believe it was very hard and would probably be easier sending the application from where you are now, also looking on the website dr1 a lot of people have struggled to establish residency because of the consent changing laws.

However I do remember a guy that successfully did dcf in dr while on a work visa

I believe the embassy in Lima accepts 6 months of residency in a country on a tourist visa, and the CE is not a requirement.

It's not very hard to get a CE - the process takes around 6 weeks if you have everything in order when you start. However, what's your plan? Is your spouse Peruvian? The two easy routes for a CE are through a Peruvian spouse (easiest) and with a valid work contract (fairly uncomplicated process, though you must first find a company which will hire you and is willing to "sponsor" you for the CE).
