1) Does USC traveling abroad (more than 6months) need to file a I-131?

I'm a USC and will get married abroad and we will apply for a CR-1 either from Colombia, Peru or Dominican Republic - I understand the total time to process the CR-1 (including obtaining resident status) could take up to a year. . .

2) any idea how long it takes to to obtain a resident status in Dominican Republic (Cedula) and Peru (Carnet de Extranjeria) before I apply for DCF?

no, that's only for the beneficiary adjusting status in the US, and the reentry permit is also only for the lpr so the person doesn't loose the GC for being abroad over a year
