Step son's paper work "pulled by document review" what does this mean

My wife's case was CC a couple weeks ago so I have been calling the NVC occasionally to check on my step son's case. Every time I called I got the standard answer of "we recieved paper work in the mail. Wait up to 6 weeks". Today is the 6 week mark so I called again yesterday. I was told that my step son's paper work was "pulled by document review" yesterday and I should know more about his case soon. Does this mean they are finally looking at his paper work and assuming everything is in order I can expect a CC soon or were they just saying this to try to get me to stop calling?
