Applying for a US Passport Overseas with Naturalization Certificate

Hello

Here I am just curious about if you right after getting the naturalization certificate can apply for a US Passport outside the country ?

I am assuming this is a first time application question. There are two scenarios here;

1) You were naturalized at an international USCIS office while living abroad. I believe spouses of US citizens employed abroad could do this option.

2) You were naturalized at an USCIS field office within US, and then left the country with your previous passport.

Either of the scenarios you can apply for a US passport at a US consulate but if you are in Scenario 2, US Dept of State says US citizens must use US passports to leave and enter the country. Therefore you fail to do that when you left the country. The consulate may question why you did it but I don't know what kind of consequences this would have.
