How to Schedule Interview for Ciudad Juarez Consulate

I Received a letter on November 9th that the NVC is now forwarding the approved I-129F petition to the consulate in Ciudad Juarez. When I checked the CEAC Visa Tracker it states "ready" but my fiancee has not received a packet yet. Can I send in the D-160 paperwork and schedule an interview now or do I have to wait for my fiancee to receive the packet?

Generally, the advice would be to wait for the Juarez "invitation letter" (or so called packet 3). Once you have that you can schedule the interview. The DS-160 you can complete now and have it ready for when you create the ASC account to schedule the interview.

Side note: I've seen it take anywhere from 2 weeks to a month for people to receive the invitation letter, just depends on luck and how fast they are processing I guess.
