The actual time will vary by country, because some consulates can schedule interviews quicker.

We applied for a K-1 June 27. She had her visa in hand Oct. 27. POE in Seattle Oct. 31.

As stated, this is inaccurate. You can't (with some exceptions) have more than one visa, but having one visa while one is being petitioned is actually very common.

Further, the OP's fiancé is from Portugal and eligible for ESTA. So, that was what my response was based on.
