This is getting frustrating now. Congratulations to all those Nov fillers who got approvals, but its hard to fathom why people from later NOA1 dates are addressed ahead. Doesn't make sense especially after this long wait.

I totally agree

I have been following the thread so far but this is my initial comment. It's been a long wait but eventually everyone will receive a reply. For my case, I noticed I have a RFE on the 03 July 2017, received letter in the mail today requesting for a photocopy of original marriage certificate, which I included ab-initio with my package filed on 15 November 2016.

Long story short, I did some research online and I discovered from Nigerian newspapers and DOS reciprocity table for Nigeria  that the Ministry of Interior (kinda DOS for US) wrote all embassies to stop acknowledging customized marriage certificates issued by Nigerian local governments following a ruling in May 2017 by a lower court (High Court in Lagos). Some of the links I pasted below;

So this information is targeted at people with Nigerian marriage certificates issued by local governments with a tag 'Local Government Unified Marriage Certificate', that for now, such certificates are invalid and most likely to give one a RFE. However, local governments have a pending suit against this verdict.

To get a recognized marriage certificate in Nigeria, return the marriage certificate to a local or federal marriage registry to obtain the certificate currently recognized by the Nigerian Ministry of Interior as the judgement does not invalidate the marriages conducted by the local governments but the customized marriage certificates they issued.

So this is for all Registries

It's only for certificates issued by local and state governments, although according to what I read from DOS websites, some local governments issue the federal marriage certificates. So yours is good if obtained from federal marriage registries in Ikoyi, Abuja, Owerri, Benin or Port Harcourt.

This just broke my heart. Think about the people who has changed the last names on everything. :(

It's annoying I know. In fact my wife is distraught. But it doesn't render the change of name illegal, the headache is going back to Nigeria to get the to-be reissued certificate signed. The new one will still bear the original date of your marriage.
