2nd OPT denied, unique situation, need help.

Timeline

I graduated with a bachelors degree from a university in Tennessee in 2014. I completed my first OPT, and then graduated from a University in Kentucky with a masters degree in July 2013. The problem is that the school that I completed my masters degree at closed down. I applied for my OPT in June 2013 when I found out the school was closing. I was going to do the OPT at another university in Kentucky, and USCIS advised me to move my SEVIS record to that school (to ensure I didn't lose my ID).

With my OPT application they sent me a request for evidence. I sent them as much information as I could to prove that I had graduated (but it was hard as nobody physically works at the school anymore). The second OPT was denied. Now I am in limbo. I really need advice.

Do I apply for the i290B form and send more information (if I can obtain it). Will that give me more time here in the states to figure out my next move and ensure that I do not lose my SEVIS ID?

Please advise, I would really appreciate some help. Thank you.
