Actually on October 2007 is our priority date and received a beneficiary notice approval for i-130 married sons and daughter May 2010 also we have the receipt # and the NVC Case Number.

My question is are this informations means that we already have a visa available?

no, it's just the basic information that you get at the beginning of the petition. nvc will contact the petitioner a few months, maybe even a year before the priority date is current to start the second part of the process, the i130 is only the first of several forms

the parent will need to pay forms, fill out forms and submit documents until the case is completed and sent to the embassy/consulate in the child's country

when the date is available on the visa bulletin, that's when the priority date is current and there is a visa available
