Thank you so much dear thats what i wanted to hear , that means i can do DNA test along with my sibling if we are living in another country on a tourist visa..

Yes! Where you do your DNA test is irrelevant. What's important is that the procedure/process is 100 legitimate and confirms to USCIS standards. Which is why it's important to perform the DNA test at a USCIS authorized/approved center.

Evidence?   Why would they?

I have been following a group on FB since last yr and since the Visa Bulletin became current mostly filers from Phillipines, Mumbia, Bangladesh and similar countries are getting their i-130 approved for dates even in Dec 2017.  I could be wrong but  this is what I have observed and that is the reason I asked if anyone in the Caribbean has received approvals.

If you check the F2a Jan 2017 filers forum you will see I’m not alone as it seems they just stopped giving interview dates for F2a cases. We are all still waiting.

My mum filed for my 2 siblings (under 21) and still waiting for approval since Nov 7, 2016.  after several service requests they claim they have back log ans we just have just wait.

Hi, my priority date for F2a child under 21 is  july/24/20117 and its been like almost 24 months and they still hasn't approved it yet , i checked on USCIS website they requested for evidence RFE on july/3/2019 and i haven't received the letter in the mail so i was wondering the same how much time will take for the letter to arrive in the mail, i hope it arrives soon, please would not mind to tell us what the RFE is once you receive the letter and when?

I think they are just getting to address the backlogs. My siblings PD was Nov 7, 2016 and till no no update, no RFE. But they said to expect a decision in 45 days (that was since June.) 45 days is almost up and nothing yet.

I don't think this is the case for all "Caribbean" filers. As I'm a Caribbean filter, my spouse country of discharge is "Dominican Republic" and my PD is Nov 17, 2017 and received my RFE on July 15 (which was sent to me on July 8th). The reason for the RFE is simple to resolve and could have been avoided had I done a better job of doing my research. Anyways, it would have been approved, perhaps on that same day of July 8th. So again, I think this is evidence they are processing Caribbean petitions. The order, or priority in how they process Caribbean petitions is up for debate, but I take them at their word that petitions are processed in a "first come; first served" basis.

Hi, i received the RFE letter in mail on 9th/july/2019   , the RFE is DNA test,, so i am hopeful once the DNA is done , they will make the decision to approve the case within the next 1 month..

Sure! When I sent in my petition, I submitted a Divorce nisi from my wife's previous marriage. Honestly, I thought that document was the correct divorce document; however, they want the final Divorce "decree" instead. Since receiving my RFE I have learned that: "The divorce nisi is the time between when a judge grants your divorce and when the divorce becomes final" (source: https://www.mass.gov/service-details/finalizing-a-divorce).

USCIS wants the "decree" -- not the nisi. That's all to the RFE. Honestly, I did not mention this in my initial response because this seems so "obvious" and "common-sense-ish" I felt somewhat embarrassed my research did not make this known to me beforehand.

Honestly, I doubt anyone has ever gotten this problem before so it's not like the info will be of much use to anyone, but in the spirit of transparency, there you go!

ok i see.  First come first serve in terms of how exactly is it whose file is on the top of the pile???

Just to add this was not the case with my petition most people in my group received approvals WL and visa dates  consecutively in respect to priority dates. So unless something has changed or maybe CSC has their own little thing going on there.
